On October 9th 2008, at 5:00 PM, Texarkana Arkansas Police responded to a reported kidnapping at 3302 Washington, Smith Keys Apartments. When Officers arrived they located a juvenile male, advising he had been dragged by a vehicle while attempting to stop a B/M from taking his 3 year old nephew. The juvenile said he and the toddler were walking along the sidewalk when an unknown suspect came up from behind them and grabbed the toddler. The suspect got into an awaiting vehicle with the toddler while the juvenile was attempting to stop him. When the juvenile climbed into the suspect’s vehicle the driver fled the scene, dragging the juvenile to the ground. The juvenile suffered minor injuries from the incident. Detectives determined the suspect who took the toddler was biological father, Evan Lewis, B/M 09/18/88, and driver of the vehicle, Stacey Jackson, B/F 11/01/87. After a short time, the toddler was safely located with Lewis and Jackson in Fulton, Arkansas, by Texarkana Arkansas Detectives. The Department of Human Services responded and took custody of the toddler. Both Lewis and Jackson were arrested for felony endangering the welfare of a minor (2 counts) and felony battery 2nd.
