On August 16, 2008 at 8:00PM, the Texarkana Arkansas Police Dept. responded to 1122 North State Line Avenue, in reference to an accident involving a person. When officers arrived they located victim, Richard Kennedy, B/M 74yoa, lying on the ground in front of his vehicle. Life Net responded and transported Kennedy to Wadley where he was later pronounced deceased. From the investigation it was determined Kennedy attempted to start his vehicle from under the hood, when the vehicle traveled forward, pinning Kennedy against the building.
