The Texarkana Arkansas Police Dept. arrested Dale D Sims, 08/09/77 B/M, on Friday, April 25th, 2008, for registered sex offender living near school, public park, or youth center, a class D felony. Sims was recently released after serving five years in ADC for the conviction of sexual abuse in the first degree on 03/10/97. The offense involved the offender engaging in sexual activity with a 7 year-old male. Detective Sam McJunkins received notification from Sims that he had moved to a residence on Bismark Street, in Texarkana Arkansas. Detective McJunkins was aware that the registered address was in violation of Arkansas State Law, which prohibits a register sex offender to live within 2000 feet of a school, public park, youth center, or daycare facility. Sims residence was within 2000 feet of the Texarkana Arkansas Boys and Girls Club and the George Williams City Park. At that time, Sims was served with a violation notification advising he had 24 hours to establish a legal residence. Approximately 24 hours later, an arrest warrant was issued for Sims for not complying and establishing a legal residence. Sims was arrested and is currently in the Miller County Jail.
Prior to being released from ADC, Sims was classified as a level 4 Sexually Violent predator. The state of Arkansas classifies a level 4 sexually violent predator to be a person who has been adjudicated guilty of a sex offense or acquitted on the grounds of mental disease or defect, of a sex offense that makes the person likely to engage in predatory sex offenses. The designation indicated that the highest and most visible means of community notification should be conducted on these offenders.
