Re: Murder Investigation CCN TA07-06136

Early Sunday morning officers from the Texarkana Arkansas Police Department received a 911 report of a major traffic accident on the West bound lane of I-30 near the 2 mile marker between Jefferson Avenue and Loop 245 at approximately 3:06am.

Arriving at the scene officers found that two motorcycles, each with one rider and one passenger down on either side of the West Bound side of the interstate with several people in vehicles that stopped to render aid. One female victim, a passenger on one of the motorcycles, identified as Amie Renee Tutt, age 33, a resident of Texarkana, Texas was receiving CPR when the officers arrived according to our initial investigation and traffic accident report. She was later pronounced dead at the scene by paramedics from LifeNet Emergency Medical Services upon their arrival. The other two drivers of the motorcycles and one passenger were walking around. The two other motorcycle drivers and one motorcycle passenger were transported by LifeNet Ambulance to Christus St. Michael Hospital E.R. for further treatment. Officers from the police department were able to interview them while they were waiting for medical tests and further evaluation.

Officers determined through talking to the accident victims, witnesses, and other information gained that a disturbance had occurred at the Electric Cowboy between several individuals in a black pick-up truck and the rider/passengers of the two motorcycles. We have learned that a fight occurred and was stopped by club security officers on the parking lot and the drivers of the truck and motorcycles left just prior to the fatality accident.

Detectives assigned to investigate the fatality traffic accident determined the driver of the same black pick-up was traveling on I-30 West bound and swerved or pulled in front of the two motorcycles braking in a very hard manner. The motorcycle driven by Michael P. Tutt and passenger Amie R. Tutt struck the black pick-up causing both the motorcycles to take evasive action braking very hard causing both motorcycles to lay down and skid for several hundred feet.

Based on statements from the motorcycle driver/passengers, witnesses, and interview of the driver and passenger in the pick-up truck we have charged as follows:

Clinton Quincy Telford, w/m, age 33, a resident of Dekalb, Texas has been charged with one (1) count of Murder 2nd Degree and three (3) counts of Battery 2nd Degree.

Brandon Keith Pipes, w/m, age 35, a resident of Redwater, Texas has been charged with one (1) count of Hindering Apprehension.

The two suspects have been charged and booked into the Texarkana, Arkansas Police Jail Facility at the Bi-State Justice Center and will be held until investigators complete their interviews. We anticipate they will be transferred to the Miller County Sheriff Department and bonds set by Monday of this week.

We would encourage anyone driving on I-30 that might have witnessed this crime to contact the Criminal Investigation Division.
