Texarkana Arkansas Police arrested two suspects after an altercation with officers. Julia Dustman (w/f/30 Naples, TX) and Jason Healy (w/m/28 Texarkana, TX) were arrested after officers located narcotics in their possession.
On 2/27/06 at 5:00am officer Randy McAdams was on routine patrol near the E-Z Mart at 4524 N. State Line. Ofc. McAdams observed a small brown car parked alongside the southeast corner of the store. He saw that the vehicle was occupied and the headlights were on. The vehicle did not move and after watching the vehicle for several minutes officer McAdams parked his car and approached the driver's door.
Officer McAdams observed a female driver and a male passenger, each leaning toward the center console of the vehicle. The officer observed that the two were reaching into a small metal box and as he knocked on the driver's window the male passenger quickly placed the box on the floorboard. When the driver rolled the window down officer McAdams immediately smelled the odor of marijuana. When asked for identification, the female driver picked up the metal box and briefly opened it to look for her I.D. As the driver opened the box, officer McAdams was able to plainly see a plastic baggie containing a substance that is believed to be marijuana.
Officer McAdams took the box from the driver and immediately ordered her out of the car. As he attempted to place the driver under arrest for possession of marijuana she immediately began resisting violently. During his attempt to control the driver officer McAdams could not see what the passenger was doing. Officer Holly Monroe arrived and assisted McAdams with handcuffing the female subject. During this time the male exited the vehicle and advanced on the two officers in an aggressive manner. He refused to obey orders to get down on the ground and it was at this point that officers took him to the ground. After struggling with the second suspect officers were able to handcuff him.
During the struggle with the two suspects the female had been attempting to reach into her back pocket. It was later that officers discovered a straight razor and a pocket knife in the suspects back pocket. In the female suspect's front pocket officers discovered a baggie containing several pills that are believed to be Xanax.
Jason Healy was charged with Possession of Marijuana, Refusal to Submit to Arrest and Obstructing Governmental Operations. Julia Dustman was charged with Possession of Controlled Substance (Xanax), Disorderly Conduct, Carrying a Weapon, Possession of Marijuana, and Refusal to Submit to Arrest.
Both suspects were taken to the Bi-State Jail and at this time their bond amounts are unknown.
