Re: SWAT call-out ends safely.

On Wednesday 01/11/2004 at 4:20pm Texarkana Arkansas officers were called to assist Arkansas Department of Human Service workers to take emergency custody of a 2 year-old boy at 1023 Pecan Street. DHS workers and police officers arrived at 1023 Pecan and attempted to communicate with 25 year-old Kassandra Nikole Dean Harrison. Harrison and all occupants of the residence refused to communicate or comply with lawful requests. Officers on scene soon learned that Harrison was allegedly threatening to use violence against her son and herself. During continued efforts to communicate with any occupants of the residence members of the Texarkana Metro SWAT were deployed. Tactical entry was made into the residence where three adults and two children were safely located and taken into custody without harm. Officers located an assortment of narcotics, one of these being “Ice” a pure form of methamphetamines, within plain view inside the residence. The children, a 2 year-old male and 10 month-old male were placed in the custody of the Department of Human Services. The other adults were identified as, 37 year-old Randy Lynn Owen of Texarkana Arkansas and 24 year-old Erica Terry of Texarkana Texas. All three adults were charged with Endangering the Welfare Minor, Obstruction, and Possession of a Controlled Substance.

Detectives are still investigating the incident.
