Re: Police Award and Recognition Ceremony
The Texarkana Police Department will hold an awards ceremony on Wednesday, January 28, 2004 at 2:30 p.m. in the Texarkana Police Training Facility located on the first floor of the Bi-State Criminal Justice Center. Chief Harrison will be available after the ceremony in the Training Facility to provide brief interviews if desired.
The following new officers will be introduced by Chief Robert Harrison and sworn in by District Judge Carol Dalby.
* Officer Billy Smith
* Officer Jeff Savage
* Officer Shane Kirkland
Chief Harrison will promote the following officers.
* Lieutenant Shawn Vaughn – Promoted to Capitan
* Sergeant Doug Avery – Promoted to Lieutenant
* Patrolman Joe Bennett – Promoted to Sergeant
* Detective Bobby Jordan – Promoted to Sergeant
Chief Harrison will be presenting the following officers’ with their service bars.
* Capitan Calvin Seward – 30 years
* Lieutenant Sam Tirrito – 15 years
* Detective Paula Cochran – 5 years
* Detective Jeremy Gordon – 5 years
* Patrolman Gabe Overstreet – 5 years
* Patrolman Chris Rankin -- 5 years
* Patrolman Michelle Biggs – 5 years
Chief Harrison will recognize the following officers’ contribution to our department and present them with the awards listed.
* Officer James Achtley -- 2003 Officer of the Year
* Officer James Atchley -- Officer of the Quarter (2nd Quarter of 2003)
* Officer Reid Davis -- Officer of the Quarter (3rd Quarter of 2003)
* Detective Bobby Furr -- Officer of the Quarter (4th Quarter of 2003)
* Officer Randell Knotts -- Meritorious Conduct and Lifesaving Bar
* Lieutenant Jim Horne – Educational Achievement
* Detective Nick Elrod -- Educational Achievement
* Officer Chris Rankin -- Educational Achievement
* Sergeant Michael McQuerrey -- Certificate of Merit
* Lieutenant Shawn Vaughn -- Certificate of Merit

Chief Harrison will also present the Citizen Certificate of Merit to Mr. Clint Smith, Mr. Don Ruggles and, Mrs. Jan Morgan for their assistance on the Champions of Industry Project.
