This week police officers and alcohol beverage control agents started compliance checks to monitor the availability of alcohol to minors in Texarkana. Officers with the Texarkana Arkansas Police Department Special Operations Unit worked with state Alcoholic Beverage Control (ABC) Agent Rick Endsley last night conducting compliance checks at local establishments licensed to serve alcohol. Specifically, Officers made spot checks of three businesses by using undercover employees and minors. During these visits, servers in two of the businesses served alcoholic beverages to a minor.
“Complaints from parents and the general public generate concern with our department, which generates undercover compliance checks more frequently,” said Chief Bob Harrison. Alcohol consumption by minor and adults is a serious issue in our community, which requires a tremendous number of extra hours of police department time and resources. Abuse of alcohol causes an increase in DWI’s, Minors in possession, family disturbances, thefts and the potential alcohol dependence. Our officers deal with these issues every day.
We were very fortunate to obtain funds from the Arkansas Alcohol Beverage Control Commission to work these undercover compliance checks in our community in conjunction with a DWI/Community Traffic Safety Grant the agency has been received each year since 1991.
In addition to any criminal penalties, those establishments not in compliance with ABC rules and regulations may be subject to civil penalties and other consequences. Establishments visited where servers were cited for violations are as follows:
* Off The Line, 110 East 36th Street, citation issued for; Unknowingly Furnishing Alcohol to a Minor, a misdemeanor.
* Fat Jack’s Bar and Grill, 3324 North State Line Avenue, citation issued for; Knowingly Furnishing Alcohol to a Minor, a misdemeanor.
The Texarkana Arkansas Police Department will continue to work with, the Alcoholic Beverage Control Division, and local permitted establishments in an effort to eliminate the sale of alcohol to minors.
