Throughout the past month, the Texarkana Arkansas Police Department has received numerous reports of phone cable thefts occurring around the outskirts of the city limits. These thefts occurred between the morning hours of 4 to 8 a.m, which was due to the decreased use of phone and internet by Windstream customers. Due to the frequency of these reports, additional manpower and resources were utilized, in order to cease this activity.
On Thursday, October 28th, at approximately 4:30a.m, Sergeant Devin Warner and Detective Tom Briggs located Colby Williams, W/M 37 yoa, and April Jones, W/F 42 yoa, just off of Lineferry Road in Texarkana, Arkansas. Williams and Jones were in possession of a 30 foot ladder, pole climbing tools and accessories, lights, and cutting tools. Both Williams and Jones were arrested and face several felony charges of theft, criminal mischief 1st degree, and theft of communication devices.
At this time, approximately 1,800 pounds of copper wire have been reported stolen with a value of over $30,000.
